You don’t have to be a visionary to realise that major changes are afoot in the air traffic management world. The present developments – which are sure to occupy us for many years ahead, and may even become a permanent feature of that same working landscape – manifest themselves in the technical, the legal, the organisational and the ethical fields.

How do you call those who benefit from air navigation services? Are they customers, partners or simply stakeholders? Customer relations are no obvious subject for air navigation service providers, which can be seen already on the semantic level. Customer group differentiation is connected with performance expectations. These expectations can only be fully met provided all those involved are clear about their specific roles and are willing to work together. And that’s why it’s so vital to know and understand who our customers are, i.e. who uses the services we provide.

The criminalisation of individuals is a phenomenon of our times. Every event, good or bad, must have an identifiable cause. What effect does all this have on any efforts to develop and maintain a "just culture"?
If professionals actions can result in criminal punishment, everyone concerned must be much more aware of the possible consequences of their actions, and of their legal repercussions. Suddenly, notions like the chain of command, responsibility, the delegation thereof and liability are a lot less abstract.

As public organisations performing a public function, air navigation service providers are understandably in the public eye. In today’s media-driven society, image and reputation can be key value-adding components of a company’s assets and activities. And in a field that is being redefined in business and operational terms, we must take a long, hard look at all the factors which create a picture of our activities in the public mind. That’s why it’s not PR that is centrestage in this skymag issue; it’s the freedom of action of ANSPs in delivering the public services they provide.

Up to a few years ago, talk of «performance» was taboo in the air traffic management field. And if you asked an air traffic controller to describe the product of their work, you’d receive only a puzzled look. Safety, maybe? But what is safety, and how can we define the «safety product» that air traffic management supplies? Providers must deliver a product of some kind: their customers pay for it, after all. But do those same customers know that this product is measured in composite flight hours?
